Abstract

Pakistan's forthcoming leadership role within the Shanghai Cooperation Organization (SCO)– including chairing the Council of Heads of Government, the meetings of Regional Anti-Terrorism Structure, and eventually the Council of Heads of State (CHS)– presents tremendous opportunities to further its strategic and economic goals. By leveraging the principles of Regionalism and Regional Cooperation, Pakistan can advance regional integration through economic connectivity, counter-terrorism collaboration, infrastructure development, and cultural exchanges. This paper evaluates Pakistan's achievements and missed opportunities during its CHG chairmanship 2024 and outlines a roadmap for maximizing the potential of its future roles. Particular emphasis is placed on enhancing trade through Special Economic Zones, promoting regional energy projects, advancing counter-terrorism strategies through the Regional Anti-Terrorism Structure, and fostering climate change cooperation under the SCO's framework. The paper concludes with actionable recommendations to ensure Pakistan strengthens its position as a key player in the SCO, contributing to regional stability and global diplomacy.
